The trend scenario shows that the energy saving potential within the period under consideration will not nearly be exhausted on the demand side unless further measures for the realization of energy efficient technologies will be taken.

Although CO2 emissions will continue to decrease as a result of the expected energy consumption, we cannot reckon that a CO2 reduction of 25 % by 2005 for example (as compared to 1990), aimed at by the German government, will be achieved without further measures. Within the framework of the environmental air quality targets (GRDrs. 69/1994), the City Council has decided on a CO2 reduction for Stuttgart by 30 % by 2005. The Climate Alliance, of which Stuttgart has become a member in 1995, aims at a CO2 reduction of 50 % by 2010 as compared to 1987.

For this purpose, a catalogue of recommended measures for the reduction of greenhouse gases was established on the basis of the local energy and carbon dioxide balance. The locality of the basic data is of importance here as they determine the measures' CO2 reduction potential.

The City of Stuttgart is aware of how valuable the professional knowledge and technical know-how of local institutions and authorities are and therefore seeks to involve them into the concept as soon as possible through accompanying working committees in the context of Stuttgart's Energy Round Table. The purpose of this early involvement was to determine the actual needs of those responsible in the future and to take into account specific Stuttgart features to avoid useless and unnecessary measures.
